Mr. Raymond Kong
Chief Financial Officer
Mr. Raymond Kong oversees all legal and financial matters for both limited partners and portfolio companies. He joined Vickers in 2005 and is based in Singapore. During his tenure, Raymond has handled every major transaction in all the Vickers funds.
Prior to joining Vickers, Raymond was the Finance Director of UPS Logistics Group responsible for its Asia Pacific operations. Raymond has eight years of regional experience with Reuters where he was stationed in Hong Kong for several years to oversee the implementation of financial systems and controls during the company’s expansion into the China market.
Raymond gained his professional experience at PricewaterhouseCoopers where he was selected for the Graduate Overseas Training Scheme and worked at its Melbourne office for two years. He also completed his professional year examinations to qualify as a Chartered Accountant of Australia.
Raymond graduated from the National University of Singapore with a B.Acy degree. He was admitted as an Associate Member of the Institute of Chartered Accountants of Australia in 1986 and more recently as a Fellow of the Institute of Singapore Chartered Accountants in 2006.

Mr. Lum Kar Hoe
Associate Director
Mr Lum Kar Hoe joined Vickers in 2021 and is based in Singapore. He works with the Chief Financial Officer on various finance, operational and administration matters relating to entities and funds managed by Vickers.
Prior to joining Vickers, Kar Hoe was a Senior Manager at PwC Malaysia where he was a key member of its Asset and Wealth Management practice. During his tenure with PwC, he led the audits of some of the largest private equity firms and asset managers in Malaysia which included the review of investments across several sectors. He was also actively involved in the FinTech space, having provided services to notable clients in the areas of virtual/digital bank, e-wallet and robo-advisor.
Kar Hoe is a CFA Charterholder and holds a Bachelor of Applied Accounting from Oxford Brookes University. He is also a fellow member of the Association of Chartered Certified Accountants and a member of the Malaysian Institute of Accountants.

Legal Counsel & HR Director
Ms. Joanna Goh joined Vickers in 2016. She handles all legal aspects of Vickers’ investments and operations, including the drafting, reviewing and negotiating of fund, investment and operational documents. Joanna also carries out all HR functions of Vickers.
Prior to joining Vickers, Joanna practised law in Singapore, where she successfully represented clients in commercial disputes at all three levels of court (i.e. the State Courts, High Court and Court of Appeal) and at mediations. She also successfully prosecuted on behalf of Singapore statutory boards. In relation to transactional and non-contentious work, Joanna acted as shipping counsel in complex multi-party and cross border ship sales. She also advised listed and non-listed companies and high net worth individuals on various areas of Singapore law including employment, company and contract law, and civil procedure.
Joanna graduated from the National University of Singapore with a Bachelor of Arts (with First Class Honours) in philosophy. She also holds a Juris Doctor Degree from the Singapore Management University.

Mr. Wong Joo Seng
Venture Partner
Mr. Wong Joo Seng joined Vickers in 2015 and is based in Singapore. He is the founder and CEO of Spark Systems, builders of a new generation of ultra fast, low latency, resilient and cost effective trading platforms. He co-founded M-Daq and acted as Non-executive Chariman from January 2010 to December 2013. In 2014 he assumed the role of Executive Chairman, where he remained until the successful completion of the company’s Series C funding round at a valuation of $250 million in November 2015.
Joo Seng started his career in 1987 with United Overseas Bank Singapore, where he was a trader in precious metals. He subsequently joined Republic National Bank of New York, Singapore, now part of HSBC, as Vice President Foreign Exchange & Precious Metals Options. He later joined Bank of New Zealand in Wellington, New Zealand, as Manager of Foreign Exchange Options. He returned to Singapore to take up the position of Head of Treasury at TLB Bullion and Futures, the wholly owned derivatives brokerage arm of Tat Lee Bank Singapore. Subsequently he joined G K Goh to start up and run G K Goh Financial Services (S) Private Ltd. in 1998.
He holds a Bachelor of Science in Economics and Mathematics from the National University of Singapore. Joo Seng is also a member of MENSA Singapore (the local chapter of MENSA International) and is the society’s Vice President.

Mr. Vadim Shpak
Operating Managing Director
Mr. Vadim Shpak joined Vickers in 2016 as Managing Director. He contributes to Vickers’s overall investment strategy, by, among other things, participating in investment selection and recommendation, and portfolio monitoring. In this regard, he also maintains relationships with portfolio companies and works with them to enhance strategic and financial value.
Vadim also participates in the ongoing management and monitoring of both the financial and operational aspects of Vickers’s fund investments. He establishes and maintains relationships with institutional and individual investors to provide comprehensive and current updates and reports of the Vickers funds to enhance understanding of the value created by the firm.

Mr. Kevin E. Pereira
Operating Managing Director
Mr. Kevin E. Pereira joined Vickers in March 2016 and is responsible for Investor Relations. He currently resides in Hong Kong. Prior to joining Vickers, Kevin was involved in public equity markets for the last 24 years in various capacities with Credit Lyonnais, Deutsche Bank, Nomura Macquarie and Mizuho. He has successfully built equity businesses in Singapore, Manila, Kuala Lumpur and Hong Kong. His operational background has seen Kevin work as an Analyst, Salesperson, Trader and Head of Equities. He has been ranked in the top quartile with institutional clients as well as regional trade publications for his keen appreciation and understanding of global fund flows in identifying key industry trends.
Kevin brings a diverse background to Vickers. He was born in Singapore, raised in the Philippines, New Zealand and the United States. He graduated from the University of Chicago with a Masters in Business Administration. Along the way, Kevin has picked up Tagalog, Spanish, Malay and Mandarin. In his spare time, Kevin coaches division one Soccer for both boys and girls.

Dr. Lim Xinhong
Assistant Managing Director/Analyst
Dr Lim Xinhong joined Vickers in 2015 and is based in Silicon Valley. He has led investments into drug delivery, AI drug discovery and advanced materials companies, and advises on fund strategy and portfolio companies in the life sciences, healthcare and tech sectors.
Xinhong obtained a Certificate in Innovation and Entrepreneurship from the Stanford University Graduate School of Business. He is an Assistant Professor (Adjunct) in skin stem cell biology at the Lee Kong Chian School of Medicine, Nanyang Technological University (NTU) and the Skin Research Institute of Singapore (SRIS) at the Agency for Science, Technology and Research (A*STAR).
Xinhong received his Ph.D. in Developmental Biology from Stanford University under the tutelage of Breakthrough Prize winner Professor Roel Nusse, a pioneer of Wnt signalling biology. Xinhong has been the lead Principal Investigator on more than $15 million of research grants funding his work on stem cell regulation and skin biology. His work on Wnt signalling and stem cells has been published and cited in the most prestigious scientific journals, including Nature and Science, as well as highlighted in the international press, including by CNN and BBC. He is the recipient of numerous awards, including the Singapore National Academy of Sciences Young Scientist Award, the Ten Outstanding Young Singaporeans Award (Medical Innovation) and the A*STAR-IMB Investigatorship in Skin Biology. Xinhong is fluent in English, Mandarin and Cantonese, and has a working knowledge of French.

Mr. Wei Luo

Mr. Wei Luo joined Vickers in 2016 assisting the Chairman in corporate strategy, deal sourcing and supporting portfolio company growth. Prior to Vickers, Wei worked at McKinsey & Company in London and Singapore, scaling up new service lines in banking strategy and fintech innovation across Europe and Asia. Prior to that, he was at Morningstar, an investment research and consulting firm, and held various roles in research, consulting as well as business development.
Wei is a Chartered Financial Analyst and holds a MSc in Finance from The London School of Economics and Political Science.

Mr. Joel Shen
Venture Principal
Mr. Joel Shen joined Vickers as a Venture Principal in 2017. He is a corporate lawyer based in Jakarta and Singapore.
He is currently on secondment as foreign counsel to Christian Teo & Partners, the Indonesian associated office of international law firm Stephenson Harwood and a leading, full-service Indonesian law firm, where he heads the Technology and Growth Capital Practice Group.
Joel is a Recommended Lawyer for Corporate M&A and has an impressive track record in the technology and digital sectors, where he advises multinationals, venture capital investors and technology startups on a range of matters, from establishment through to exit and all the stages of funding in between.
Prior to his current role, he spent more than 10 years in private legal practice in Singapore and English law firms.
Joel is qualified as an advocate and solicitor in Singapore and as a solicitor in the UK, and is a foreign registered lawyer in Indonesia.
Outside of legal practice, Joel is a faculty member of the Singapore Institute of Legal Education and tutor for the Advanced Corporate module of the Singapore bar course, as well as a non-faculty lecturer at the Law and Business Faculties of the University of Indonesia, and Universitas Pelita Harapan.

Dr. Scott Robinson
Venture Principal
Dr. Scott Robinson joined Vickers in 2021 and is based in London, UK and Boston, USA. He is the founder of MicroQuin, a biotechnology company developing novel treatments within oncology, anti-infectives and neurodegenerative diseases. Scott is experienced in defining drug development roadmaps with the FDA and EMA for pre-clinical and clinical studies. The winner of numerous ‘Technology in Space’ awards, he continues to work with NASA to design and lead experiments on the international space station. Concurrently, he collaborates with Harvard University, Imperial College London and University of Bristol to develop new treatments for some of the world’s major diseases.
Prior to joining Vickers, Scott worked as a protein biochemist for GlaxoSmithKline. He worked in quantitative Risk Management in Tier 1 Investment Banks including Morgan Stanley, Credit Suisse and Nomura developing Front Office structured credit pricing models and Credit Risk derivatives models.
Scott received his PhD in Cellular and Molecular Biology from Imperial College London and his B.Sc in Microbiology from the University of Bristol, with a Year in Industry in the department of gene expression and protein biochemistry at GlaxoSmithKline.

Dr. Poh Hui Chia
Associate Director/Analyst
Dr. Poh Hui Chia joined Vickers in 2018 as an Associate Director and is based in San Francisco. She is involved in deal sourcing and evaluating potential investments with a focus on biotechnology and healthcare sectors.
Prior to joining Vickers, Poh Hui was a scientist with the Institute of Medical Biology (IMB) at the Agency for Science Technology and Research (A*STAR) where her research focused on inherited genetic neurological and liver diseases.
Poh Hui received her B.S. in Biochemistry from the University of Wisconsin-Madison and Ph.D. in Neuroscience from Stanford University. Her work on brain development and genetic diseases has been published in prestigious scientific journals including, Nature and Cell. Poh Hui is fluent in English and Mandarin.

Mr. Kenneth Chew

Mr. Kenneth Chew joined Vickers in 2018 as a Venture Principal and became an Associate Director in 2019. Kenneth is involved in deal-sourcing and investment evaluation, and enjoys working with entrepreneurs on their business strategy and growth plans.
Prior to joining Vickers, Kenneth led the Singapore outfit for Noroo Holdings, the investment holding arm of a listed Korean chemicals company, where he sourced deals and worked on projects in the food and agri-tech spaces in China and Singapore, and also led the company’s investment into 500 Startups’ Durians Fund II.
Kenneth also spent a year in Silicon Valley, where he co-founded PIF and Qanopy – consumer tech platforms for networking and helping people share their unique stories – raising $500,000 from angels and early stage institutional investors.
Kenneth received his BSc in Naval Architecture & Marine Engineering (Summa) from the University of Michigan, Ann Arbor, while on the Glaxo-SmithKline EDB scholarship awarded by the Singapore Government. Upon returning to Singapore, Kenneth was involved in strategic industry development and investment facilitation at the Singapore Economic Development Board (EDB) for 7 years, during which he spent 3 years spearheading and leading the EDB’s efforts in Seoul as Area Director, South Korea, covering a variety of industries including Electronics, Infocomm & Media, Consumer Businesses and Energy & Chemicals. Kenneth is fluent in English, Mandarin, and colloquial Korean.

Mr. Chris Ho joined Vickers in 2016 as a Venture Principal and is based in New York. He assists in sourcing and evaluating international new investments and acquisitions, with a particular focus on technology.
Prior to joining Vickers, Chris worked at ZS Associates, a sales and marketing consulting firm, where he specialized in sales transformation projects. His work ranged from portfolio and business strategy and customer segmentation to incentive compensation plan design and effectiveness diagnostics, across a broad spectrum of industries including high-tech, travel and transportation, and agri-chemicals.
Chris read Political Science for his Bachelor’s degree and has an MS in Electrical Engineering, both from Columbia University, New York, USA. He is fluent in English and Mandarin.

Ms. Jennifer Qin
Vice President
Ms. Jennifer Qin joined Vickers in 2016 and is based in Shanghai. She is responsible for following up on investment processes and supporting the development of existing portfolio companies.
Prior to Vickers, Jennifer worked as credit manager with the Royal Bank of Scotland (China) Co. since 2014, managing the credit risk profile for lending client portfolios and acting on negative trends at an early stage on a timely basis. From 2010 to 2014, she was the relationship manager for the Bank of Montreal (BMO), Shanghai branch covering both local and multinational corporate clients to offer multi-solutions in the financial respect. Prior to BMO, Jennifer started her banking career from the Royal Bank of Scotland, Shanghai branch as Operations officer, responsible for Treasury transactions and loan documentation.
Jennifer graduated from Shanghai Jiaotong University with a bachelor’s degree in International Economics and Trade. She has been a CFA and FRM charterholder since 2012 and 2010, respectively.

Mr. Ro Charlz
Venture Principal
Mr. Ro Charlz joined Vickers in 2017, focusing on a wide range of technology and innovation developments whilst covering S.E Asia, Australia/ NZ, M.E and Europe.
Prior to joining Vickers, Charlz worked in the energy sector, whilst in parallel serving as a consultant to the automotive industry for over 10 years – focusing on technology development and motorsport with some of the world’s leading automotive manufacturers. Charlz has a background in professional motorsports and has competed professionally in top-level international car racing competition, winning numerous races and championships, whilst racing for brands including Porsche, Audi, and Lamborghini. Charlz holds dual-degree Masters in Business Administration from École Supérieure des Sciences Economiques et Commerciales (Fra) & The University of Mannheim (Ger). Charlz speaks English, Dutch and conversational Bahasa and is passionate about art, rock music, fitness, motorcycles, vintage automobiles and surfing.

Dr. Petros Farah
Vice President
Dr. Petros Farah joined Vickers in 2019 and is based in London. His technical expertise is in AI and nanotechnology.
Before joining Vickers, Petros worked in AI and strategy consulting in London. While at Monitor Deloitte he helped some of the UK’s largest retailers use AI to inform their strategic decisions and developed customised AI models for them. Prior to that he worked at a boutique London strategy firm helping multi-national Oil & Gas companies take complex decisions by leveraging decision and data science.
Petros received his PhD from the University of Cambridge in the field of NanoPhotonics (Physics), investigating the ultrafast properties of plasmonics and metamaterials. In parallel to his academic work, he was involved in tech transfer projects at the university through the i-teams program.

Mr. Mhamed Mengad
Associate
Mr. Mhamed Mengad joined Vickers in 2017 as an Associate and is based in Singapore. He is part of the investment team and assists in sourcing and evaluating new investment opportunities, with a special focus on the US and European markets.
Prior to joining Vickers, Mhamed worked at Aurexia, a management consulting firm based in Paris. He participated in several strategic and regulatory projects within the financial industry. Before that, he worked as a fixed income sales executive in HSBC Global Banking and Markets, with a portfolio covering interbank and public sector clients.
Mhamed holds a Master’s degree “Grande Ecole” in finance from IESEG School of Management and a Bachelor’s degree in accounting and finance from Dublin Business School. He speaks English, French and Arabic.

Ms. Winnie Xiong

Ms. Winnie Xiong joined Vickers in 2017 as an Associate and is based in Shanghai. She handles the firm’s PR matters in China.
Prior to joining Vickers, Winnie worked at Retech Group, which provides IT management and online education solutions. Her responsibilities included managing the day-to-day affairs of the company from a financial, human resources and PR perspective. She was also involved in the transformation of the company from a 7-staff team to a 500-strong group. Further to this, she was responsible for sourcing for funds to start Retech’s new offices in Shanghai and Jiangsu and in this regard, successfully procured funding from the local Government.
Winnie read graduated with a Bachelor’s degree in Information Management & Systems and obtained an MBA degree from Bradford University (UK). She speaks Mandarin and English fluently, and is proficient in German.

Ms. Sarah Binebine

Ms. Sarah Binebine joined Vickers in 2020 as an Analyst and is based in London. She is part of the investment team and assists in fundraising and in sourcing and evaluating new investment opportunities, with a special focus on the European market.
Prior to Vickers, Sarah worked in the medical and entrepreneurial field. She studied Psychology and has a Masters in Neurosciences from Université de Bordeaux and Università di Milano-Bicocca. She speaks French, English, Arabic and Italian.

Dr. Finian Tan
Chairman
Dr. Finian Tan founded Vickers Venture Partners in 2005 with four partners. He is currently based in Singapore.
Before starting Vickers, Finian was a Managing Director at Draper Fisher Jurvetson, acting also as the founding partner of its Asia Pacific Operations, he led the investment into Baidu and remained its largest backer until IPO.
Prior to DFJ, Finian was Deputy Secretary of Trade and Industry for the Singapore Government where he oversaw the creation of the billion dollar TIF fund and was subsequently appointed as chairman of the fund.
As part of his earlier career path, Finian ran Goldman Sachs Asian trading arm.
Finian received his Doctor of Philosophy and Master of Philosophy in Engineering from Cambridge University. He received his B.Sc. in Engineering from the University of Glasgow.

Dr. Elkhalil Binebine
Non-Executive Vice Chairman
Dr. Elkhalil Binebine joined Vickers in 2005 and is a member of the Investment Committee. He is currently based in San Diego, California. Before joining Vickers, Khalil represented investment funds including Carlyle, Central Partners and Castle Harbor.
Prior to entering the world of finance, Khalil was a practicing M.D. in New York and served as the personal physician of Malcolm Forbes, who was instrumental in assisting him in developing his contacts and gaining experience as an investor. Khalil was responsible for the signing of several key deals for Vickers portfolio of companies using his close connections to a global network of individuals and institutions.
Khalil graduated from the University of Bordeaux and earned an M.D. from La Sorbonne. He is a member of the Arab Banking Association of North America. He is fluent in Arabic, English, French, German, Spanish, Hebrew and Portuguese.

Dr. Jeffrey Chi
Vice Chairman - Asia
Dr. Jeffrey Chi joined Vickers in 2005 and is a member of the Investment Committee. He is based in Shanghai and Singapore. Between 2013 and 2017 Jeff also served as the Chairman of Singapore Venture Capital Association.
Prior to joining Vickers, Jeff was a Corporate Finance Specialist and an Executive Director at Pegasus Capital, where he managed engagements for a wide range of clients in both the public and private sectors. He was a Senior Consultant with the Monitor Group from 2001 to 2002.
Jeff’s operational background includes working on the management team of an engineering and construction group where he oversaw operations in Singapore, Malaysia, Taiwan and Indonesia from 1992 to 1998. As the Managing Director, he guided the group into tripling its revenue in a mere 3 years, which helped the group clinch a spot in the Enterprise 50 awards in Singapore.
Jeff graduated from the University of Cambridge with a First Class Honors in Engineering and has a Ph.D. from the Massachusetts Institute of Technology. He is also a CFA charterholder, and is fluent in English and Mandarin.

Ms. Linda Li
Managing Director
Ms. Linda Li joined Vickers in 2005 and is a member of the Investment Committee. She is based in Shanghai and is responsible for investments in mainland China. Her areas of focus include consumer internet, mobile applications, digital media and financial services.
Prior to joining Vickers, Linda worked as a Statistical Modelling Research Associate at Singapore’s National Institute of Education where she did statistical analysis and research reports for the Ministry of Education. Linda co-founded the PE/VC group of the Peking University Alumni. She is also a member of the PKU Wall Street Alumni and PKU PE Alliance.
Linda graduated from the School of Government of Beijing University and subsequently earned her Master’s Degree from the National University of Singapore. She also holds a dual BA in the German Language and is a CFA charterholder, having been a member of the CFA China Society since 2010.
Linda is a Kauffman Fellow and participates actively in the programs offered by the Kauffman Society.

Dr. Damian Tan
Managing Director
Dr. Damian Tan joined Vickers in 2005 as a Venture Partner. He has been a Managing Director and a member of the Investment Committee since July 1, 2014, and is based in Singapore. He has over 30 years of experience in the field of IT in companies such as Hewlett Packard, Digital, Far East Computers, Olivetti, Oracle and Apple. Damian also has extensive project management experience, having been involved with the direction of large, complex technology projects in the Asia-Pacific region, Europe and the U.S.
Damian earned his professional degree from the British Computer Society, and holds a Doctor of Business Administration from the California Intercontinental University and a Master of Science with Distinction from Middlesex University.
Damian has held various leadership positions, including Chairman of Entrepreneurship of the Singapore Polytechnic Graduates Guild Executive committee and Chairman of the Focus IT Group of the Singapore Polytechnic Alumni Network. He is fluent in English and Malay.
